Set in the mid 1800s when the Mormons were a group that had their own militia and ran a very tight ship. Lowder does a great job of setting, and he creates believable characters who resonated with me long after the last page. I wasn't aware that this book was somewhat loosely based on actual events, until I googled events from the book. Tommy was taken in after his birth parents were murdered in an attack on their wagon train, and his new mother, Eva, and her husband, Bennett, have raised him for the past three years. Now the president has him in her control and offers Evan a deal—eliminate a rich, powerful man she says is too dangerous to live and, in turn, she’ll let Evan survive.

I am a member of the Church of Jesus Christ of Latter-day Saints and I teach a monthly class on Utah history for The Daughters of the Utah Pioneers, so I have read and heard about the Mountain Meadow Massacre. By now, readers know that Smoak, as a child, was taken from a group home and trained by the government to be an assassin as part of a Top Secret, off-the-books program. His character development is a bit lacking and most of the characters (especially the supporting cast) are very one sided - either completely good or completely evil. I loved the authentic voices of one small boy and the two women whose undying beliefs are tested until the end. Rather than execute him on the spot, or worse, drag him in for interrogation and sift through every memory he’s made along the way, Evan is surprised when POTUS instead hands down an offer. What makes this series so unique, among other things, is how far Evan has come over the course of these now eight books. As she struggles to connect with the young girl, Rosie meets one of the adults traveling with the children, Leon Rosenblat.
