He eventually provides shelter for what is left of the circus after they escape from the convict camp The Petersburg section begins as Walser, living in Clown Alley, types up his first impressions of the city. The reader learns that Walser approached Colonel Kearney who, taking advice from his fortune telling pig Sybil, offered him a position as a clown in the circus. The reader, and Walser, are introduced to the other members of the circus and Walser saves Mignon from being eaten by a tigress.

While Mignon recovers from her beatings and nights on the street in Fevvers' hotel, Fevvers discovers that Mignon has a beautiful singing voice, so she pairs her with the Princess of Abyssinia, the tiger trainer, and suggests that they work together on a duet act. Abyssinia's act consists of playing piano for the tigers, and her tigers pair off and waltz. In their new act, Mignon sings for the tigers while the Princess plays. Mignon also dances with a male tiger, while one of the clowns dances with a tigress. This quote offers another perspective on the running theme of "seeing is believing." Fevvers discounts her own authority as to what is "real" and "fake" while speaking to the outlaw after leaving the outpost of the brotherhood of free men, claiming that she, as a subject of scrutiny with regard to her authenticity, isn't the right person to field his question.
