For what its worth I would like to point out that at least once a year the EL's should be tested (No mains) for 3 hours, so you can make sure that all the lights will last this long. You can not really expect anyone to work with just EL's on / failing. We have even had redesign building work down to the ground floor area and the main and EL has been fitted new installation.
