Tina Stowell is Chair of the House of Lords’ Communications & Digital Select Committee. She is a former Cabinet Minister, Leader of the House of Lords and Chair of the Charity Commission. Before joining the House of Lords, she spent nine years at the BBC where she was latterly Head of Corporate Affairs. She ran William Hague’s office when he was Leader of the Conservative Party, and was a civil servant for 10 years, working at the Ministry of Defence in Whitehall, the British Embassy in Washington, and the Downing Street Press Office. Definition of social mobility Motability is a national charity which aims to enhance the lives of disabled people with their personal mobility. Our vision is that no disabled person should be disadvantaged due to poor access to transportation. We help people to enjoy the freedom and independence to work, to learn, to get to appointments and to see family and friends. We provide a range of grants to help people with a range of disabilities and we oversee the Motability Scheme (‘the Scheme’), through which some disabled people can use enhanced mobility benefits to lease a car, scooter or powered wheelchair. The Scheme is operated for us on a contract basis by Motability Operations Ltd. Matthew Goodwin is a Professor of Political Science at the University of Kent and was previously Senior Fellow at the Royal Institute for International Affairs, Chatham House, and Fellow at the Legatum Institute. He is the author of many books, articles and research reports and has worked in the social sciences for more than twenty years. He was previously seconded to the Department for Communities and Local Government and has advised more than 200 organisations around the world on issues relating to social mobility, social cohesion and political volatility.
