I keep my fingers crossed for everyone else still on the hunt for Midnight's reins. Be persistant and eventually you will get it. Dragons have star levels, similar to Settlements. The star level affects how much Stamina a dragon has for sprinting or flying. Dragons can be upgraded to higher star tiers through consuming other mounts to gain points. Another thing I have basically not seen anyone mention besides older posts is that, even in this Westfall Story encounter, there is a mechanic called Thunder Ritual Thunder Ritual which can wipe your level 50s. It's a dot which causes an insane amount of frost damage to kill you after a few seconds. If this dot is placed on you, bubble, turtle, activate a trinket, etc. to mitigate the damage when it drops. Some classes don't get access to a bubble so if the Westfall Story encounter is the fight of the week (Kara cycles through 4 different opera hall encounters) then I'd suggest waiting till next week to bring those toons (unless you have really good gear.)The Midnight Dragon is often found swimming in shallow shores under the white light of a new moon. Since I farmed it on multiple chars during both Legion and BfA I'd like to share some insights with the rest of people who are still out there farming it. Also, pardon my crude math: Some people claim that this mount can be bonus rolled - they even quote a GM confirming it. For the sake of argument I blew a coin on every single run. After 243 bonus rolls no mount was rolled. Bear in mind that during my Legion farm many people in group also used their coins with no result. While it's not a solid proof that it can't be bonus rolled I'd lean to opinion that it really can't.
