Whether Cypher employs meticulous planning or some Warp-born ability to shift the odds, it is often one of the Unforgiven Chapters that is sent to quell the worst of these rebellions. It then turns out the reader he is addressing is Mordekai the libby chasing him watching the book play out in the manner of how we are reading it.
