Add fullness to a skirt by cutting it from a piece of fabric that is larger than the pattern piece. You’ll have plenty of fabric left over to create the fullness with gathers or pleats. Crinoline is still used today… although it is not as popular as it once was. A few examples of its use include lingerie… tablecloths… and display items for shops such as bridal stores. Crinoline is also used in crafts by people making costumes for things like ballet or plays and historical reenactments. What Are Puffy Skirts Called?

Cutting the petticoat pieces : Just take a rectangular piece of fabric of width measuring your hip round + 5 inch ease (add more ease if you want) + 1″ seam allowance. Crinoline is usually made from cotton or nylon. Although both types are stiff… nylon crinoline tends to be more pliable and can conform better to curvy figures than cotton crinoline can. Some brands of crinoline have elasticized edges to help them fit more snugly around the waist. Ideally, for the basic petticoat you should be using the same pattern of the skirt. It should be appropriate for the skirt or dress you are wearing it under. The basic silhouette of the dress and the petticoat should be the same.

You can either gather the top edge or pleat the fullness so that it does not bulk up on the waist. Either make an elastic casing and insert a 1/2 inch wide elastic to gather the waistline, or make a regular waistband and join the skirt after gathering it. Join the net pieces on the short edge to form one long piece. Mark 4 equal divisions of the net. Gather the frill using two basting stitches along the edge. Distribute the gathers among these four divisions Creating volume in a skirt can be a challenge. But if you have a full skirt… you might not have to do much to make it poofy. Cut tulle/netting/crinoline into long strips of at least 6-inch width.
