Return the beef to the casserole, add the red wine and bay leaves and bring the mixture to the boil. Reduce the heat until the mixture is simmering, then leave to simmer gently for 1 hour with the lid slightly ajar. Meanwhile make the dumplings. Put the flour, salt and suet into a bowl. (If using butter instead, rub it into the flour until it resembles coarse breadcrumbs at this point, as if you’re making pastry.) Add the chopped parsley and mix well.
